Policy and Procedure News


November 11, 2020 - The definition of face-covering in the Covid-19 Policy was updated. It now includes the phrase: A face-covering does not include a mask with an exhalation valve, vent, or other hole or opening.


November 9, 2020 - The reference to the Covid-19 Policy were updated to reflect the most recent executive and health department orders.


November 2, 2020 - The cabinet approved revision to the Policy Development Policy for a 15-day review. Proposed additions are in green-underlined text, and proposed deletions are in red strike-through text. The review closes November 18, at 4:30 p.m.


October 30, 2020 - The cabinet approved some minor changes to the Military Leave Policy. The most significant change was in section IV.A.1. Short-term military leave was corrected from 15 calendar days to 15 working days, and employee was corrected to full-time employees. Both corrections were to comply with Utah System of Higher Education rule 821. Other non-substantive changes were made for easier readability. The policy has been posted on the policy webpage.


October 27, 2020 - The cabinet and the trustees have approved the following policies & procedures for posting:

  1. Faculty Prerogatives in Maintaining a Safe, Supportive, and Effective Learning Environment;
  2. Facilities Renovations, Remodeling, and New Construction (Formerly Facilities Services); and
  3. Community Engagement Leave.

The cabinet and trustees also approved moving the Personnel File Policy to a deparment rule. It has been removed from the policy webpage.


October 19, 2020 - The Academic Freedom, Professional Responsibility, and Tenure Policy 15-day review period has been extended until Monday, October 26, 2020 at 4:30 p.m.

In the original posting, a section that should have been green underlined text was mistakenly Red strike-through text.

Sections IV.B.7.a & b should have read:

97.  Standard of Professional Responsibility to the College

Faculty members must comply with all board of regents and college policies and procedures.At all times, faculty

b.  members must conduct themselves in a manner that does not damage college property, disrupt the college's mission, or harm the college's reputation.

Subsection b was mistakenly in Red strike-through text.


September 30, 2020 - The cabinet has approved the Academic Freedom, Professional Responsibility, and Tenure Policy for a 15-day review. Text in red will be deleted from the policy; text in green will be added and, text in bold is explanatory and not part of the policy. Regular black text is from the current version of the policy. The review period ends on October 15th at 4:30 p.m.


September 16, 2020 - The references in the Covid-19 emergency policy were updated to reflect the most recent executive and public health orders.


September 10, 2020 - The cabinet has approved revisions to the Travel Reimbursement Policy for a 15-day review. As always, text in red will be deleted from the policy; text in green will be added. Additionally, text in bold is explanatory and not part of the policy. Regular black text is from the current version of the policy.

September 2, 2002 - A new policy, Death Benefits, has been posted for a 15-day review. The Academic Standards Policy has been completely overhauled. It has also been posted for a 15-day review. Text in red will be deleted from the policy; text in green will be added. Black text is from the current version of the policy.

August 19, 2020 - The new Family and Medical Leave & Parental Leave and Vacation Leave, Sick Leave, and Sick Leave Pool policies are posted for your reading enjoyment.


August 14, 2020 - In early May, the Department of Education (DoE) issued new Title IX regulations that are substantially different than the previous regulations. The DoE gave schools until August 14, 2020 - and extremely short time - to have a policy and procedures in place that comply with the new regulations. To meet the department's deadline, the president issued an emergency Sexual Harassment Policy. It is effective immediately. The policy will go through the normal policy process for formal adoption by the school. Sometimes after the spring semester starts, the school will post the policy for the 15-day comment period.

On August 12, the board of trustees approved the new Family and Medical Leave & Parental Leave and Vacation and Sick Leave & Sick Leave Pool policies. These policies replace the Vacation Leave, Sick Leave, Family Medical Leave, and Sick Leave Pool Policy. These will be posted soon.


August 6, 2020 - A minor amendment was made to the COVID-19 Emergency Policy. Section IV.B.4. was updated for clarity.


July 21, 2020 - In response to the constantly evolving pandemic, the governor's most recent executive order, and most recent order issued by the Salt Lake County Board of Health, the cabinet has amended the COVID-19 Emergency Policy. The amendments concern the use of face coverings. Please read it. It affects every person on college property.


July 16, 2020 - Update for the Family, Medical, & Paid Parental Leave Policy is now scheduled for a second reading at the board of trustees meeting on August 12. 


June 15, 2020 - I've received several questions about the new Family, Medical, & Paid Parental Leave Policy; when will it become official? During the 15-day comment period, it received 16 comments. Based on comments, the originators and the sponsor made some edits to the policy and re-submitted it to the executive cabinet. The cabinet approved the policy for review by the board of trustees.

The board of trustees conducted its first reading on June 10. The board will do a second reading at its next meeting in August (the board does not meet in July), at which time the board will approve, edit and approve, or decline the policy. If approved, the cabinet sends the approved version to the Policy Office. Unless the trustees or the cabinet put a specific effective date on it, the policy becomes effective as soon as I post it to the policy webpage.


April 15, 2020 - The cabinet approved a new policy, Family, Medical, and Paid Parental Leave, for a 15-day review. Portions addressing family and medical leave of this policy have been taken from the current Vacation Leave, Sick Leave, Family Medical Leave, and Sick Leave Pool Policy and updated. Paid parental leave is a new section. The proposed policy is found here. The comment period will end Thursday, April 30, 2020, at 4:30 p.m. Please review the policy and submit and comments you have.

The remaining sections of the Vacation Leave, Sick Leave, Family Medical Leave, and Sick Leave Pool Policy will become another policy titled the Vacations and Sick Leave Accrual Policy. 


 April 14, 2020 - The board of trustees approved the Internal Audit Policy and the cabinet approved changes to the Employee Conduct procedures. Both have been posted.


March 26, 2020 - In response to the COVID-19 pandemic, the president issued an emergency policy. Please read it; this policy affects nearly every aspect of the college's operations.

The cabinet approved the Military Leave Policy for a 15-day review. Find the proposed revisions here. Proposed deletions appear in red text, and proposed additions appear highlighted. The comment period ends on April 10, 2020, at 4:30 p.m. Please take a few moments to review the revisions and leave any comments you may have.


March 19, 2020 - The board of trustees approved revisions to the Advertising and Posting Policy.

The board also approved the new Unethical Conduct Reporting Policy. This policy replaces the Ethics & Compliance Reporting Policy. Travis Lansing, the director of Internal Audit, did a great job of making this policy much more precise and understandable.

The board approved Safety Intervention, a new policy.

All three have been posted.


March 6, 2020 - As a reminder, today is the last day to comment on the Faculty Prerogative in Maintaining a Safe, Supportive, and Effective Learning Environment Policy.

The cabinet has approved the Facilities Services Policy for a 15-day review. Everyone received an email last night with a link to the revised policy, or you can find it here (no longer active). Deleted text appears in red, and added text is highlighted. Please take a few moments to review the revisions and leave any comments you may have.


February 20, 2020 - The Policy Office has re-posted the Faculty Prerogative in Maintaining a Safe, Supportive, and Effective Learning Environment Policy for a second 15-day review.

During the 15-day comment period in October, the Policy Office received several meaningful, well-thought-out comments. To address the concerns brought up during the review, the policy originators and sponsor collaborated to add a substantive section to the policy.

February 5, 2020 - The Photocopying of Copyrighted Material Policy, last reviewed in 1984, was replaced with the Reproduction and Use of Copyrighted Materials Policy. The new policy reflects changes in the Copyright Law, addresses Creative Commons licensing, Open Education Resources, and fair use exceptions.

The new policy also contains a hyperlink to the Copyright Guidance Document written by Ann Richins and Jen Hughes. The Copyright Guidance Document is well-written, easy to understand, and designed to assist in answering copyright questions and offer guidance for those needing to reproduce materials for educational purposes.
